If the seeds weren't cold stratified they won't sprout. In northern
California you can just put the pots outside this time of year. They
will sprout in a month or so. In place that gets much colder or not
cold enough, a garage that doesn't freeze or a refrigerator works
fine. Two to four weeks should be long enough. This also goes for
D. filiformis, D. intermedia, and D. anglica.

For Sarracenia seeds, the optimal time for stratification is 4 weeks
for southern US species and 6 weeks for northern US and Canada
species. See
