Actually, as you probably know, the satellite gets built, launched, and
if it doesn't blow up or get lost and actually works then data is available
on a competitive basis. Some missions, like IRAS, get a preprogrammed mass
of data which is later distributed to any and all interested. Others, like
the Hubble space telescope, are subscribed to while the mission is still
flying.
