It sounds like sooty mold, which grows in the sugary secretions on the 
pitchers when there is no ventilation and the humidity is extremely 
high.  It doesn't hurt the plant, but it is ugly.
To get rid of it, I would open the enclosure a bit and provide some 
ventilaiton.  Sarracenias, although they like high humidity, don't 
require sweaty conditions (I grow them just fine outdoors in Seattle 
which has a rather dry summer).
