It certainly is not. However, cps have not yet been the victim of this rule
(maybe because their commercial value is not sufficiently high), and
several people (including myself) will certainly do their best to limit
such procedures to a sustainable minimum with cps (this may be d autre
chose with e.g. orchids, where simply too much as been done and especially
written to rescue anything).

Exactly in your book. There is even a photograph! And because no author has
used this epithet before, you were the first one. Without Latin protologue
and type indication, this is a classical nomen nudum. 8-(
