It is possible that you do have a fungus growing on your plant. The
"tenticles" you described sound like basidiospores which is the process
the fungus uses to eject its spore. You may try rubbing chloring over
the spots with a rag. There shouldn't be enough on the rag to effect the
plant and if you try to do it on a isolated part of the plant you should
be able to control any ill effects. If it is a fungus, dabbing chloring
on it will most likely kill it or retart it's growth. And even if the
spots disappear you should be prepared to deal with this a few times
because spores are difficult to kill and you would pretty much have to
wait until they formed mycelia to kill them. But you could have who
knows what else on your plant.
