Billie L. TURNER should have been more of an expert, indeed.
P.jorgehintonii is obviously a later synonym of _P.rotundiflora_ STUDNICKA,
P.hintoniorum is dto. of _P.ehlersiae_ SPETA & FUCHS.
BTW (if you have not realized it already), I did not like the paper (with
tremendous acknowledgements but without literature references).
On the other hand, _P.moctezumae_ (described by the famous Sergio
ZAMUDIO-RUIZ & coll.) seems to be a species (BTW, in imminent danger of
extinction because of a maniac dam project) which is closely related to but
still +/- distinguishable from _P.gypsicola_. I suppose "subaquatic" in the
protologue means *nearly/partially* aquatic rather than growing *under
water* (at least the second variant would not make too much sense for a
flypaper type trap). Of course, it *will* be under water if they do not
stop building this dam...
