N. mikei and N. xiphioides

Can someone tell me what makes a new name a valid name? Must specimens be
depositied in a herbarium, in order to be valid? or how does it work in a
"nutshell"? his may have been discussed here already, in which case I would
appreciate it if you replied to me directly.
