Michael,

you are right about the aquatic nature of U.resupinata - it
is best described as an affixed aquatic as it is attached to
the soil though typically covered with water.

I grow mine in a fish tank together with some of my Aussie
affixed aquatics with a few mms of water covering the plants
like so:

I have not grown the plant long enough to flower, though it
has grown to nearly fill the pot. From what I have read
about this plant,water level and spring time temperatures
influence flowering. Has any one out there flowered this
plant?
