You want seasonal wetlands look at your own state or California. We are
running into these interpretive graynesses with the vernal pools. There is
one community who is "mitigating"them in the next county! New laws take time
to get their kinks worked out. Nature CConservancy does what it can and does
it very well, but they cannot be everywhere all the time.
