And I guess, while I'm at it, I'll mention that contrary to what's been
expressed here a lot the past few days, I tend to regard the VFT smuggling
case as evidence that CITES _does_ work. After all, without that
protection, all a collector has to do is get the plants out the state,
which in the US is considerably easier than getting them across an
international boundary. If they were cultured plants, no problem. He
could have and should have gotten a CITES-II permit to move them
internationally. His inconvenience in having to wait for a permit is not
my concern, particularly as the permit in hand (at least from the US)
virtually guarantees that the plants are legitimate, legally obtained.
(disclaimer: maybe the first sentence of this is opinion, but the rest is
fact, as inconvenient as it may be for some. Please flame me only for my
opnion)
