40 watt flourescent growlights

I was told by a guy working at Home Depot that flourescent growlights
should not be affected by the EPACT standards governing the energy
effeciency of lighting. He claimed there was an exemption in the
regulations for "specialty" bulbs--ones that produced a special cast
(color).
