Only US members could run, but everybody could vote. At least
that's how it was in the 1st election. This time I got no ballot, so in a
way the foreigners were kept from voting due to the fact that it takes
longer for us to receive the ballots and send them back. Thus in practice
it would seem that we foreigners have lost our voting rights in the ICPS.
As to foreigners not being eligible, I agree that through e-mail
it would be no problem. Hell, even by snail-mail! Did the last people in
office meet regularly? Or at all? It seems like they all did their work
and there really was no necessity to meet, thus showing that the
prohibition for foreigners is unnecessary.

P.S. Hi Ivo, and yes I sort of have been trying to meet all CPers, CP
societies, as wel as see all the CPs in their native habitats, but there's
one person I know who has truly been everywhere: Thomas Carow from
Germany. Hi Thomas and sorry to expose you to the fans, but your envious
story must be known to all! This guy has been to SE Asia to see Neps, all
over Australia, South Africa, the eastern US, Mexico to see Pings, and
even my home country Brazil back in 1985, where in a few days he found
plants which I wasn't able to locate in 6 years of intensive CP hunting!
Hats of to Thomas, I think he's the CPer with the most mileage!
