Truth is, that there is concern even in USFWS offices (officially
responsible for listing/recovery of endangered species) about the
PERCEPTION that if something is available as ex situ propagated material
that it is "okay" and so it's "more okay" (for developers) to
destroy/"mitigate" (often synonymous) the (often only or one-=of-few)
remaining site "in the wild." USFWS people aren't the ones who have this
perception, but developers certainly try to make this case -- and when
only part of the story is presented, it can (unfortunately) sound pretty
convincing to the general public.
