Are you speaking of the continental U. S.? In this case
I think permits are required only for plants listed
as "endangered".

There are other listserver subscribers who are much better
qualified to answer this question (Carlo A. Balistrieri, J. D.,
or Dr. Susan Lieberman of U. S. Fish and Wildlife).
