Darlingtonia *definitely* don't need stratification if sown fresh.
Yours presumably aren't fresh (at best I guess they are last year's).
No Darlingtonia seed I ever bought germinated, but my home collected
seed germinates fine. Perhaps a bit of stratification would improve
your chances.
Everyone seems to agree that a few weeks in the fridge after sowing
Sarracenia helps.
Nepenthes - no stratification. Sow, keep warm, hope! I expect they
have to be fresh again.
Drosera should germinate like weeds whatever you do to them. At least
binata/capensis/etc. should - tuberous ones are more reluctant.
70F/21C sounds fine (perhaps a bit warmer for the Nep) and the soil
you mention is fine.
