Yes. Your plant is in excellent health. the new green at the base of
the stem is a new shoot (ground shoot), and this is where the plant will
put all its energy for now on. You will notice the old stem will slow
down growing as the new green will rapidly develop leaves and pitchers.

It will soon be time to take cuttings, if you so desire.
