Hi Charles,

Yes, sulfur will lower soil pH. I spread it purposely along the edge of
each bog in my yard to kill grass since grass (or at least the grass in
my yard because there's bound to be an exception) will not grow in low
pH soil.

People who want to have a moss yard instead of a grass yard, use sulfur
for the same purpose, thus giving mosses a chance to grow.

I've found it in two forms, as a dust (wettable sulfur) and as flakes
(probably not wettable since the flakes last a long time.) Both are
sold as soil amendments. I've not looked to see if a pesticide form
exists.
