You were meant to laugh - not explain why the rule was sensible!!!
(Told you all my sense of humour just isn't funny!!!)

Seriously, I don't disagree with your point about protecting us from the
large corporations, etc. But i still find it funny that a poor ittle
immigrant (the Green Card was meant to identify legal immigrant workers
in the USA as an example)) probably can't pick wild flowers on his own
property without breaking the biodiversity convention- which sounds
kinda silly!
