A friend of mine had a yellow jacket problem and makes his own traps as
instructed by a park ranger.

He puts a soap-water solution in an aluminum pie pan. Then he bends
a wire coat hanger to make a stand in such a way that the hook end of it
is just above the water. He then skewers a piece of chicken or a
similar bait on the hook. The wire is bent so that the chicken is
about 1/2 inch above the water.

As the yellow jackets fly off of the bait, their flight pattern is
such that they dip down after taking off. They touch the water and
drown very quickly.

He had a big yellow jacket problem and killed thousands of them the first
year he did this. He had to empty the pie pan several times a day.
Each year after that the population decreased to where he now puts out
a trap only when they become annoying, a few times each summer.
