You don't need to wait to sow, but I think you will most probably get
much better and healthier plants if you stratify the seed over winter and
let the seed grow at it's natural time cycle in the following spring.

Depends on the type of container they are in. All the plants that I
keep outside through winter are in artifical bogs, dug into the ground so
the plants are growing at ground level. In pots, it's hit or miss for most
any plant over winter...

No, D. filiformis tracyi cannot survive our winters. I don't think it
can handle much more than heavy frost.
