I'd like to add to that list. One of the most recognized
agencies (which ties in with CITES) is the International Union for
the Conservation of Nature and Natural Resources (IUCN). They
produce 'red books' for both flora and fauna. Their website is:

for the 97 plant redbook. It lists 16 Utrics.
Another international agency is the United Nations Environment
Program (UNEP; http://www.unep.org).
CITES, UNEP and IUCN are all somewhat interlinked under the
World Conservation Monitoring Centre (WCMC).
