I don't recall what Nepenthes flower stalks look like when the first
start out, but I'd think that what you're seeing is some stress or
pest-induced anomaly. Even if it was going to flower, I wouldn't
let a young plant spend the energy on it, although I would try
to ascertain the sex of the plant if possible.
