sound like springtails to me.
they are characterised by a small, reasonably spherical body, and
tend to jump away (not winged) when molested!
Never caused me any problems, except slighty unsightly when en mass
on a ping.
Best control is allowing compost to dry out, but not very applicable
to cp's!
