I have never been up there so I don't really know, but on Mt. Monadnock
(Southern NH), also a very "dry" mountain there was a rather large bog that
supported Sphagnum and other bog plants. I don't know the history of it or
where the water came from, but it looks like the water is just a pool that
formed from the rains.

I think, though, that there is a lot more rain, fog, drizzle - moisture up
on MT Washington than people think. The mountain is supposed to have the
world's harshest climate, and changes without warning. But, like I said I
have never been there - I can't imagine a mountain without some sort of well
comming out of it - of course, this is the Swiss in me talking.
