Ship fuel oil tends to be low grade stuff - its where your recycled oil
goes...
*Now* its better for people like me who have to dispose of old engine and
gear oil in reasonable quantities (my "car" - an ex-Gurkha Land Rover is older
than me!) at the local dump (for recycling for ship oil) than to throw it
in the garden...

(The use of peat in the British Isles is also a major environmental issue)
