Only one way to find out for sure, run an experiment :)! Have you
tried thinning out the population to see if this stimulates growth?
If not, there's a myriad of possibilities such as nutrient limitation,
light limitation, physiological response of the plants to varying
environmental conditions (daylength, temperature, an so forth),
just to name a few. Do you change the water, or just top it up?
Have you monitored any of the chemical parameters (pH, NO3, NH4,
PO4, Fe, B, TDS)?
Without getting into too much detail, you can see that even
a simple tub of water and plants can become a fairly complex
ecological system. Note that I've ignored biological factors, a
whole other factor to consider :)!
