Jack,

  A airwand from an aquarium store(porous thin rod) and some aquarium
  tubing and a small pump should create some circulation. It might be
  possible to get really creative and saw down the tubes on an
  undergravel filter so that they are a couple of inches high, but I
  have never tried anything like that. Regards,
