No, this is definitely *not* normal. I have seen quite a load of
specimens of _D. anglica_ from its whole range (which is just the
second largest in the genus after _D. rotundifolia_), and have never
seen as reduced stipules as that. Diels writes in his monograph (1906)
"stipulae petioli basi dilatatae, 5-6 mm longe adnatae, apice in
segmenta fimbriato-setacea 6-7 mm longa solutae.". I second that
except for the absolute lengths (which may be smaller in some
specimens, even in flower). The free segments are rather curly but
always present and visible.
