I believe that pyrethrins are not very water soluble and that alcohol
is often used as a carrier. Perhaps these differing experiences are
more a result of the carrier than the pyrethrins themselves? Just a
thought.
I have occasionally used rubbing alcohol as a pesticide. My
impression is that firm plant tissue (that probably repels it) can handle
it fine but that softer tissue that may absorb it and can be easily
damaged.
